I am not sure you have to feel it to use it... It varies from person to person...
Try making a construct/psi-ball and getting someone to scan it if it is there...

Take your finger, and "draw" a spiral over and over again on your hand. If you have to, physically draw a spiral on your hand with like a pen or marker. Then, close your eyes, and do the spiral again. Try to visualize your hand making the spiral. Then, keep doing the spiral, but slowly and slowly start pulling your finger away from the hand, So at first you're pushing hard making spirals, and then your touch is getting lighter and lighter, until it's not there anymore. In the end, try to feel the spiral without even touching it all. The first step is feeling it with some aide, second step is to feeling it with all the senses except ESP (So basically, you move your hand around in spirals above the other hand, but you're not touching. You might not feel any energy yet, but you can visualize the path your spiraling hand would make if it WERE touching down.) Afterwards, you should start to feel it. This can be repeated with pretty much any part of your body. The hardest places on my body however for this for me personally are my feet, forearms, and my butt ;;. Try your chest next, your third eye, etc. Usually those primary energy sources seem to work the best, next to your hands though considering that's probably the easiest place to start.

Thanks goliath and confuded ill try that asap, i have tried making a psiball (with no results) and its making me loose pacients, but the reason i asked this (and the reason i am confused by confudeds answer) is because if i cant feel the psiball how do you know that it is there? Thanks Haxor

If you follow my methods, you'll eventually feel energy in your hands.
From there, you can follow psipog.net's ways of making psiballs.
Basically, you feel energy coming from anywhere (I like to draw from my sternum/solar plexus), and then visualize it crawling up your arms into your hands.
You'll know if it's there xD

Haxor, another good resource is Cullen's article on Energy Manipulation at this site. His method was the first I was introduced to and has proved helpful for many.
As far as being able to sense the psiball, I agree that the first step is to be able to sense psi. If you can't tell that it is there then scanning and manipulating it are much harder.

Another approach is this...
Close your eyes (this removes distraction). Listen very, very, very hard. Vary your concentration. Try to hear what specific sounds are in detail, then try and hear all the sounds around you. Now, rather than concentrating on sound. Concentrate on psi, using the same kind of intense concentration you used while listening. Most people have synesthetic perceptions at first (that is their brain translates the perceptions of psi into a 'known' sense) you may not have this. You may not have a direct correlate to any sense you may just 'know'.

Usually the best time for me is when I am awake enough to not fall asleep and the area that I'm practicing in is clear of distraction. This varies by person, but is a good place to start. I do practice in a variety of settings, but that was the easiest for me when I first started.
