I have some questions. At what point should a person make advanced constructs? At what point should a person attempt TK? At what point should a person try to flare a construct? And above all what is the best way to go about doing these things? Need help, there is so much i want to understand.

TK really depends on whether you actually want to, and what your aptitude for it is. Some people start TK soon after trying psiballs and get some success out of it, others wait a considerable amount of time before trying.
Advanced Constructs typically you'll need to have shelling mastered fairly well. Meaning that you can make a construct, let it sit for 3-7 days, and still have it maintain its form and programming through that time.
Flaring is very difficult, it should probably wait until you've tried other advanced constructs for a fair amount of time, for two reasons. Mainly it requires a great deal of focus and programming experience. Secondly it requires a lot of energy, you need to build up your reserves through practice.

You dont make advanced constructs until you can make the constructs that are before them. For example, i doubt you can make a force ball without first knowledge of a psiball.
Start TK whenever you want, naturally however, whatever brought you to psionics, will be what you practice first, whether you like it or not (Example, if you predicted 9 events in a row that all happened exactly as you thought, usually it'll lead you to psionics, and sub-conciously you will practice it, even if you would rather prefer something else, such as TK)

Start by reading articles that tell what other people have done. There are plenty of readily available articles on the subject.
